An updated assessment on the status quo and current performance of the South African EDI

This working paper provides a high-level assessment of the status quo and performance of the South African Electricity Distribution Industry (EDI). It was prepared in 2023 as one of two papers under the project “Strategic consultation on the future direction of the municipal electricity distribution industry (EDI) reform processes” to assist the South African Local Government Association (SALGA) (1) in analysing the current performance of the South African EDI and the impacts of the energy transition and power sector reform on the municipal business models, and (2) to formulate concrete recommendations for increasing the sustainability of municipal electricity businesses and reforming them in preparation for the forthcoming development of a competitive electricity market.

Status of Embedded Generation of South African Municipalities

This study compiles data from SALGA, Eskom, SAPVIA and GEOTERRA to present the status of embedded generation (EG) in South Africa as of December 2023. The report provides an overview of the key regulatory frameworks relevant to embedded generation, a quantitative overview of the uptake which largely focuses on municipal distribution areas, embedded generation related challenges, and a summary of assistance available to municipalities through the Municipal Embedded Generation Support Programme. As part of the municipal synopsis, the report details how many municipal utilities are allowing embedded generators to be connected to their grid, how many have official application processes in place and who has approved tariffs for embedded generation customers.

Energy Attributes Certification Study

This study, conducted from January 2022 to February 2023 on behalf of Eskom and the South African-German Energy Programme (SAGEN) explores the potential implementation of an Energy Attribute Certificate (EAC) scheme for renewable energy and green hydrogen in South Africa. The research is based on desk research and interviews with experts in the energy certification and trading field. The study comprehensively analyzes various aspects of an EAC system, including international standards, labels, use cases, green tariffs, regulatory framework, electronic registry, operational practices, and governance. Its primary goal is to provide recommendations for the establishment of a functional and widely accepted EAC system in South Africa, benefitting GIZ, Eskom, the public sector, and energy industry stakeholders in the country. Energy System Transformation_ A guide for Power Systems Planners, Operators and Technical Assistance Providers

This report aims to outline a systematic approach to developing a sustainable power sector. As electricity generation represents the largest source of energy-related greenhouse gas emissions, the power sector is of vital significance to realising international climate goals. GIZ presents an analytical framework to guide energy-system planners, operators, and technical assistance providers throughout their collaborative journey of energy-system transformation. The framework describes a path from a fossil-fuelled to a decarbonised energy-system in five phases and suggests technical assistance approaches to discuss and prioritise different measures to support this transition.
