New Roles for South African Municipalities; A Business Models Review

This report reviews possible business models for South African municipalities to seize arising opportunities and minimise potential risks associated with the introduction of renewable energy technologies in the domestic electricity system. It proposes a typology of available business models for municipalities to seize emerging opportunities arising from renewable energy technologies.

Status of Small-Scale Embedded Generation in South African Municipalities

This publication presents the status of Small-Scale Embedded Generation in South Africa and how the number of municipalities allowing SSEG into their networks continue to grow well into the future, in line with the decentralization of electricity generation across the globe.

This report covers the following:

  • Regulatory framework and institutional update relevant to SSEG in municipal electricity distributor networks
  • Quantitative overview of SSEG uptake in municipal electricity distributor networks (Eskom supply areas are not reported on in this publication)

The Upper Blinkwater Minigrid

The brochure showcases the project summary and lessons learned on the Upper Blinkwater Minigrid Project. This project is based on a strong cooperation between Lower Saxony and the Eastern Cape Province, which have since 1995 had a long-standing partnership and has created a strong political will to implement a minigrid electrification project. The goal of this project is to develop and test a decentralized, sustainable energy supply concept for the rural population in South Africa. The main activity is the development and implementation of a hybrid minigrid system based on renewable energies and diesel backup in a selected community in the Eastern Cape Province.

A Practical Guideline for Energy Efficiency Audits at Waste Water Treatment Plants

The purpose of this guideline is to provide an overview and methodology description of how to perform an energy efficiency audit at a waste water treatment plant. Specific focus is placed on how to execute an audit with its associated calculations and compiling an informed and effective audit report. Two case study audits are also included as examples to the guideline user on how the information in the guideline is applied in practice, as demonstrated at two municipal WWTWs. The guideline serves as the basis for a training course to establish a standardised methodology for conducting energy audits in the WWTW sector, as well as to develop capacity and skills to perform such an audit.  The guide covers the following topics:

  • Understanding of the purpose and focus areas of a WWTW EE Audit ,
  • Understanding of the typical treatment processes’ EE impact,
  • How to approach a WWTW EE Audit,
  • How and where to obtain information,
  • How to process the obtained information,
  • How to go about implementation of the findings,
  • What targets can reasonably be expected.

Guide for Energy Savings in Motor-driven Systems at Municipal Waste Water Treatment Plants

This guideline is meant to be a resource for decision-makers, managers and operational staff who are responsible for the planning, management, maintenance and operation of municipal wastewater treatment plants (WWTPs). The purpose of the guide is to provide information on how to reduce energy consumption in WWTPs, specifically through the maintenance and/or replacement of motors. Importantly, this guide answers the critical question of ‘when should a motor be rewound instead of replaced?’ The guide complements other work being undertaken by SAGEN on municipal energy management systems and energy management in WWTPs.

Implementing Municipal Energy Management Systems

Energy management systems are the key to saving energy and reducing costs.  Municipalities are increasingly considering energy efficiency measures in their own operations in an effort to reduce costs and increase sustainability.  The information brochure outlines a step-by-step guide to energy management systems in municipalities and describes an energy management organisational model for implementation.  It also presents a case study from the City of Cape Town illustrating how municipalities can transition from project-based energy efficiency interventions to a programmatic energy management systems approach.

Anaerobic Digestion of Municipal Wastewater Sludge: A Practical Guideline

About: The Anaerobic Digestion Guideline is a practical guideline for wastewater practitioners and managers involved in the planning, design, operation, maintenance and management of WWTW. The guideline is based on the premise of the American “Capable Plant” concept which demonstrates a holistic management process for the beneficial use of biosolids and biogas naturally generated during the anaerobic digestion process. The Guideline will form the basis of a series of training and capacity building events for municipalities offered through WISA.

Disclaimer: The use of the Guideline is restricted to private use and may not be used for income generation purposes. Should any content be cited from the guideline, kindly acknowledge the authors and GIZ as publisher. The content of the guideline has been compiled by subject matter experts, peer reviewed by sector experts and tested during three pilot training sessions in municipalities. Although every effort has been taken to ensure the correctness of the content, GIZ-SAGEN, the authors and peer reviewers are not liable for any damages caused by the use of the content of the Guideline.
