The electricity distribution in Germany and South Africa- A review of policy and regulations

This Discussion paper summarises the challenges and opportunities of changes in the German power market triggered by liberalisation and the Energiewende, and relates them to the energy transition challenge in South Africa. Based on German and South African experiences, the paper formulates suggestions for municipal utilities and a possible way forward for a new electricity distribution market design in South Africa.

This Paper is based on the outcomes of the South African-German Policy Discussion Workshop on Energy Market Design and Municipal Utility Business Models from 4th-8th December 2017 in Eschborn, Germany, jointly organised by SAGEN and the Secretariat of the South African German Energy Partnership (EP).

Assessing the impact of increasing shares of variable generation on system operations in South Africa (Flexibility Study)

This study assesses changing flexibility requirements in the South African power system resulting from increased levels of variable renewable generation (solar PV and wind), with a time horizon until 2030. The expansion (and decommissioning) of both renewable and conventional power plants is modelled from now until 2030 according to the base case of the draft Integrated Resource Plan (IRP), as published in December 2016.

The aim of consultancy was to collect baseline data regarding household socio-economic profiles, energy consumption patterns, current levels of household knowledge regarding SWH and the willingness of the community to be beneficiaries of the SWH systems. The objective was to indicate cost and energy savings calculations after the installation of the SWH, and to develop a community consultation and communication programme that will outline the required steps to ensure the success implemented at the Nelson Mandela Bay Municipality pilot-project.
