Senior Technical Advisor for Energy Policy and Regulation (seconded to NT)
Kelebogile is a seasoned professional with over 17 years of experience in South Africa’s energy sector, gained primarily through her tenure at the Department of Mineral Resources and Energy (DMRE). Her expertise spans the modelling, implementation, and monitoring of electrification projects, underpinned by strong capabilities in project and programme management, stakeholder engagement, and risk and contract management. At the DMRE, she established a Project Management Office and led key functions in compliance, performance monitoring, and reporting. Currently seconded to the National Treasury through SAGEN, Kelebogile provides strategic support to Electricity Distribution Industry (EDI) reform. Her portfolio includes the Metro Trading Services Reform Programme under the Cities Support Programme (NT-CSP), the NECOM EDI Reform Roadmap, and market reform initiatives involving Eskom Distribution.
She holds an MA in Project Management and a BSc in Geography-Geoinformatics and is currently completing a Master’s in Energy Leadership at Wits Business School. Kelebogile is passionate about advancing the power sector reform, supporting and driving operational excellence within South Africa’s evolving electricity distribution landscape.
