Head of Component for Power Sector Reform and Regulation

Sebastian, currently acting as Head of Component for power sector reform and regulation at SAGEN, is a seasoned professional with extensive experience in providing expert advice to utilities and state actors on all aspects of Power Sector Reform, regulation and the energy transition more broadly. With a background in law (2nd State Exam), Sebastian’s career journey has been marked by impactful roles. Prior to his current position, he served as a Senior Energy Advisor in the Ministry of Infrastructure and Energy in Albania, where he played a crucial role in liberalizing the Albanian Energy Sector in line with EU requirements and shaping the countries energy policy and legislation. His previous experience also includes a managerial role at a renowned business consulting and an associate position at an international law firm, where he specialized in energy law and regulatory matters. Sebastian’s diverse legal expertise is complemented by his earlier work at the European Commission as well as for the German regulatory authority, reflecting his commitment to regulatory frameworks in the energy industry.
