This event will bring together municipal officials, energy practitioners, academics, and JET e-learning alumni for a day of learning, knowledge exchange, and professional networking.
While the event will acknowledge contributors to the JET e-learning programme and recognise participants who have successfully completed the course, it is primarily designed as a learning forum. The programme will support the sharing of lessons and insights, strengthen municipal understanding of key reforms shaping South Africa’s power sector, and explore their practical implications for municipal governance and implementation.
Speaker Highlights
Keith Bowen
Senior Manager: Market Operator, National Transmission Company South Africa
Keith Bowen plays a key role in shaping South Africa’s emerging competitive electricity market. As Senior Manager within the Market Operator at NTCSA, he is responsible for developing wholesale pricing mechanisms, energy trading arrangements within Eskom Holdings Group, and the Market Code that will underpin the new electricity market.
Keith holds a Master’s degree in Economics from the University of the Witwatersrand and has extensive experience in electricity pricing and market design.
Palesa Zwane
Middle Manager: Energy Clearing Operations, National Transmission Company South Africa
Palesa Zwane is part of the team preparing for the implementation of the South African Wholesale Electricity Market (SAWEM). With more than 20 years of experience in the electricity sector, primarily within Eskom, she has worked in pricing, contracts management, customer services, and market operations.
She also leads the SAWEM Market School, NTCSA’s national capacity-building programme that has already trained over 700 stakeholders to prepare for participation in the new electricity market.
Megan Euston-Brown
Director, Sustainable Energy Africa
Megan Euston-Brown is a Director at Sustainable Energy Africa, a non-profit organisation supporting sustainable urban energy transitions across South and Sub-Saharan Africa. With over 20 years of experience in energy for development, her work includes urban energy data and emissions inventories, municipal climate and energy planning, tariff development, embedded generation, and energy efficiency.
Between 2018 and 2025, Megan led a sector partnership that enabled cost of supply studies to be implemented across South Africa’s municipal electricity sector, with 150 studies approved by the regulator in 2025.
Murendeni Matshinyatshimbi
Renewable Energy Manager, Sibanye-Stillwater | Chairperson, Energy Intensive Users Group
Murendeni Matshinyatshimbi is an Energy Engineer and renewable energy leader working at the forefront of South Africa’s energy transition. At Sibanye-Stillwater, he leads the renewable energy portfolio, contributing to project design, Power Purchase Agreement negotiations, and energy transition strategy in the mining sector.
He also serves as Chairperson of the Energy Intensive Users Group (EIUG), promoting collaboration between industry, government, and academia to strengthen energy security and market reform. Murendeni is also the creator of GENCO, an innovative board game designed to help people better understand electricity markets.
This initiative is supported by the South African-German Energy Programme (SAGEN) in collaboration with the South African Cities Network (SACN) to assist the country’s transition to a reliable, affordable, and clean energy future. Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the Swiss State Secretariat for Economic Affairs (SECO), SAGEN is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, in collaboration with the Department of Mineral Resources and Energy (DMRE), the South African Presidency, National Treasury (NT), National Energy Regulator of South Africa (NERSA), South African Local Government Association (SALGA), Eskom Holdings and the National Transmission Company South Africa (NTCSA).
